The Governor adheres to the answer I communicated to you verbally; namely, that he does not consider it an act of justice towards Mr. Popo to call upon him to execute it as a certain superintendence of course, Government work. Of course influence would be exercised on the part of the Government, as a principal subscriber, but it will not be of such a nature as to dispense with the employment of an architect to prepare the plans, specification &c., and direct the work.
